The Judoon are intergalactic enforcers clad in tough, black armor and look like a cross between a stocky human and a rhinoceros.
Employed by the Shadow Proclamation to police the universe, they have limited intelligence but plenty of determination and focus. Described by the Doctor as “interplanetary thugs,” these mercenaries first appeared in the episode “Smith and Jones,” when the Tenth Doctor met Dr. Martha Jones.
They have a slavish obedience towards rules and when carrying out a law enforcement mission they’re single-minded to the point of brutality, dishing out “justice”—usually execution—instantly and without compunction.
During early encounters with the Doctor they implied he was not their enemy and their pursuit of the Time Lord on the moon was basically a case of mistaken identity. However, they did join the alliance of the Doctor’s old enemies in “The Pandorica Opens.”
Gangers were developed to work in environments too dangerous for people. Controlled remotely by a human operator they soon saved lives and money and most believed a Ganger was simply a tool, little more than a fork-lift truck.
Riddell is charismatic, fearless and capable of adapting quickly to new environments. Far from being unnerved by landing on a vast interstellar craft packed with dinosaurs, he relished the expedition, delighted by the opportunity to pit himself against some pre-historic predators.
The Minotaur is a creature guarding the God Complex. As much a prisoner as those it pursues within its holographic prison, the Minotaur feeds off the ‘faith’ of its victims—what they strongly believe in.
A great deal about these robots remains a mystery, but they are not evil creatures. Automated robots who run the Twostreams Facility on Apalapucia, they are relentless and determined to carry out their pre-programmed task no matter what.
