When Pegasus Commander Jack Fisk (Graham Beckel) is found brutally murdered in his quarters amidst a cache of cigarettes, liquor and jewelry, Commander Adama assigns Lee to investigate.

As Lee delves into the Fleet’s thriving black market, he discovers that Fisk was fronting a racketeering operation—one in which other prominent authorities such as Quorum representative Tom Zarek and Vice President Gaius Baltar are implicated to be involved. But Lee’s investigation suddenly turns personal when he’s confronted with a gang of kidnappers, and he finds himself forced into making deals with them.
